Delegation of Swiss Agency for Development and Cooperation met with State Minister of Relief

Dhaka, 22 December 2021:

A five-member delegation led by Patricia Danzi, Director General, Switch Agency for Development and Cooperation, called on the Minister of State for Disaster Management and Relief, Dr. Md. Enamur Rahman at the Secretariat today.

The other members of the delegation are Remy Duiven, Deputy Head of Asia Division, Switzerland Agency for Development and Cooperation; Nathalie Chuard, Ambassador of Switzerland to Bangladesh; Suzanne Mueller, Head of Cooperation at the Embassy of Switzerland in Bangladesh; In the interview, the state minister said that Switzerland is a friendly country of Bangladesh.

In the post-independence period, Bangladesh has sided with Switzerland in the development of Bangladesh and in any disaster. The role of Switzerland in overcoming the Rohingya crisis in particular is highly commendable. He said the government is working to build a disaster-tolerant, sustainable and secure Bangladesh by reducing the potential loss of life and property by reducing the risk of disasters. He said that on November 12, 1970, a cyclone hit the coastal districts of Bangladesh, killing more than one million people.

At that time Bangabandhu Sheikh Mujibur Rahman was busy in the election campaign. Shortly after the catastrophic cyclone, he stopped campaigning, visited the affected areas for about two weeks and stood by the people. Since then, realizing the importance of institutionalizing disaster risk reduction management, Bangabandhu has started the construction of the first Mujib Killa (Cyclone Shelter Center) at Hatiyar Maulvi Char to protect the people of the coastal region. Thus he built 136 Mujib forts in a short span of time in different areas of the coast.

In continuation of this, 550 Mujib forts have been built in a more modern form all over the country so far. The state minister further said that at present more than 6,000 CPP volunteers are deployed in the coastal areas, half of whom are women. CPP trained and equipped women volunteers are now ready to respond to the disaster. The massive participation of women volunteers has led to a significant increase in awareness of disaster preparedness, safe shelter and disaster management in the coastal areas, especially among women. The head of the delegation praised the government’s success in disaster management.

He informed the state minister that their cooperation would continue for the development of the country. In particular, the citizens of Myanmar assured the Minister of State that Switzerland would continue to support the return of Rohingyas to their homeland. Secretary of the Ministry Md. Mohsin was present at the time.

দুর্যোগ ব্যবস্থাপনা ও ত্রাণ প্রতিমন্ত্রী ডা: মোঃ এনামুর রহমানের সাথে আজ সচিবালয়ে মন্ত্রণালয়ের অফিসকক্ষে সুইচ এজেন্সি ফর ডেভেলপমেন্ট এন্ড কোঅপারেশনের মহাপরিচালক Patricia Danzi’র নেতৃত্বে পাঁচ সদস্যের একটি প্রতিনিধিদল সাক্ষাৎ করে ।

প্রতিনিধিদলের অন্যান্য সদস্যরা হলেন সুইচ এজেন্সি ফর ডেভেলপমেন্ট এন্ড কোঅপারেশনের ডেপুটি হেড অফ এশিয়া ডিভিশন Remy Duiven, বাংলাদেশে নিযুক্ত সুইজারল্যান্ডের রাষ্ট্রদূত Nathalie Chuard, বাংলাদেশে সুইজারল্যান্ড দূতাবাসের হেড অফ কোঅপারেশন Suzanne Mueller এবং বাংলাদেশে সুইজারল্যান্ড দূতাবাসের ন্যাশনাল প্রোগ্রাম অফিসার প্রিয়ঙ্কা মজুমদার । সাক্ষাৎকার প্রতিমন্ত্রী বলেন, সুইজারল্যান্ড বাংলাদেশের বন্ধুপ্রতিম দেশ ।

স্বাধীনতা পরবর্তী সময়ে বাংলাদেশের উন্নয়নে এবং যেকোনো দুর্যোগে সুইজারল্যান্ডকে পাশে পেয়েছে বাংলাদেশ । বিশেষ করে রোহিঙ্গা সংকট উত্তরণে সুইজারল্যান্ডের ভূমিকা অত্যন্ত প্রশংসনীয় । তিনি বলেন,দুর্যোগে ঝুঁকি হ্রাসে জীবন ও সম্পদের সম্ভাব্য ক্ষয়ক্ষতি কমিয়ে দুর্যোগ সহনীয়, টেকসই ও নিরাপদ বাংলাদেশ গড়ার লক্ষ্যে সরকার কাজ করছে । তিনি বলেন,১৯৭০ সালের ১২ নভেম্বর বাংলাদেশের উপকূলীয় জেলাসমূহে ঘূর্ণিঝড়ের আঘাতে ১০ লাখের বেশি মানুষের প্রাণহানি ঘটেছিলো।

সেই সময়টাতে নির্বাচনী প্রচারণায় ব্যস্ত ছিলেন বঙ্গবন্ধু শেখ মুজিবুর রহমান । প্রলয়ঙ্করী ঘূর্ণিঝড়ের পরপরই তিনি নির্বাচনী কার্যক্রম বন্ধ রেখে প্রায় দুই সপ্তাহ ধরে ক্ষতিগ্রস্ত এলাকা পরিদর্শন করেন ও জনগণের পাশে দাঁড়ান । তখন থেকেই দুর্যোগ ঝুঁকি হ্রাস ব্যবস্থাপনাকে প্রাতিষ্ঠানিকীকরণের গুরুত্ব উপলব্ধি করে উপকূলীয় অঞ্চলের মানুষকে রক্ষায় হাতিয়ার মৌলভীর চরে প্রাতিষ্ঠানিকভাবে প্রথম মুজিব কিল্লা (সাইক্লোন সেল্টার সেন্টার) নির্মাণের কাজ শুরু করেন বঙ্গবন্ধু । এভাবে উপকূলের বিভিন্ন এলাকায় স্বল্প সময়ের ব্যবধানে ১৩৭ টি মুজিব কিল্লা নির্মাণ করেন তিনি।

এরই ধারাবাহিকতায় আরও আধুনিক রূপে সারাদেশে এ পর্যন্ত ৫৫০ টি মুজিব কিল্লা নির্মাণ করা হয়েছে । প্রতিমন্ত্রী আরো বলেন,বর্তমানে উপকূলীয় এলাকায় সিপিপির ৭৬ হাজারের বেশি স্বেচ্ছাসেবক নিয়োজিত রয়েছে, যার অর্ধেক নারী। সিপিপির প্রশিক্ষিত ও উপকরণে সজ্জিত নারী স্বেচ্ছাসেবকগণ বর্তমানে দুর্যোগ মোকাবিলায় প্রস্তুত হয়েছে। নারী স্বেচ্ছাসেবকদের ব্যাপক অংশগ্রহণের ফলে উপকূলীয় এলাকায় বিশেষতঃ নারীদের মধ্যে দুর্যোগের আগাম প্রস্তুতি, নিরাপদ আশ্রয় গ্রহণ এবং দুর্যোগ ব্যবস্থাপনায় করণীয় সম্পর্কে সচেতনতা লক্ষ্যণীয় হারে বৃদ্ধি পেয়েছে। প্রতিনিধিদলের প্রধান দুর্যোগ ব্যবস্থাপনায় সরকারের সাফল্যের প্রশংসা করেন ।

এদেশের উন্নয়নে তাদের সহযোগিতা অব্যাহত থাকবে বলে তিনি প্রতিমন্ত্রীকে জানান । বিশেষ করে মিয়ানমার নাগরিক রোহিঙ্গাদের নিজ দেশে প্রত্যাবর্তনে সুইজারল্যান্ডের সমর্থন অব্যাহত থাকবে বলে প্রতিমন্ত্রীকে আশ্বস্ত করেন । এসময় মন্ত্রণালয়ের সচিব মোঃ মোহসীন উপস্থিত ছিলেন ।
