Foreign Minister Dr. A.K. Abdul Momen, MP called for “global cooperation” for ongoing fight against the COVID-19 pandemic and “economic recovery”.
His call came in a statement at the Virtual COVID19 Global Action Plan (GAP) Foreign Ministerial Meeting jointly convened by the Foreign Minister of Japan, Hayashi Yoshimasa and the State Secretary of the USA, Antony J. Blinken on 19 July 2022.
Foreign Minister said, economic recovery remains at the core of fighting pandemic. The fear of COVID induced stagflation caused an exodus of funds from the developing economies at a time when they need significant investments.
To support their economic recovery, he urged the advanced economies and global financial institutions to enhance flow of concessional loans, including in the healthcare sector; and increase financing in low-carbon developments and transfer green technologies to build back better.
During his intervention, Bangladesh Foreign Minister highlighted Bangladesh’s tremendous success in COVID management centered on saving lives, supporting livelihoods- especially of the most vulnerable ones, and posting quick economic recovery under the leadership of Prime Minister Sheikh Hasina. Financial packages worth 23 billion dollars helped the economy recover quickly and post a growth of 6.94% in 2021, he informed.
He also stated that Bangladesh achieved the WHO target of vaccinating 70% of the total population ahead of the deadline. Being ranked 5th out of 121 countries in the Nikkei Covid-19 Recovery Index of May 2022 was a reflection of Bangladesh’s outstanding success in COVID management, he added.
Mentioning that the COVAX mechanism has proved the efficacy of multilateral mechanism, Dr. A. K. Abdul Momen stressed several global actions to fight the pandemic.
He reiterated Bangladesh’s demand to declare COVID19 vaccines as ‘global public goods’.
He further stressed enabling countries of the global south like Bangladesh with a relatively advanced pharmaceutical manufacturing base, to build their own capabilities of manufacturing vaccines, testing and therapeutics products through appropriate provisions in IPR and technology transfer.
He also emphasised on strengthening of the National disease control agencies, particularly in dealing with new variants, with the help of the WHO and advanced countries.
Finally, he flagged the need of forming a high level panel of global leaders with gender and geographical balance to devise a blueprint for better global health architecture.
Ideated by Foreign Minister of Japan and the Secretary of State of the United States, the Ministerial is aimed at bringing together partners to maintain and strengthen political will to address COVID-19 challenges. Minister Hayashi, Secretary Blinken, and WHO Director-General Tedros set the stage at the outset of the meeting with their remarks, followed by interventions of the Foreign Ministers of 14 other countries, the World Bank President, the Acting Director of African CDC and senior officials of several other countries.

পররাষ্ট্রমন্ত্রী ড. এ কে আব্দুল মোমেন কোভিড-১৯ অতিমারী নিয়ন্ত্রনের পাশাপাশি অর্থনীতি পুনরুদ্ধারে বৈশ্বিক সহযোগিতার আহ্বান জানিয়েছেন। জাপানের পররাষ্ট্রমন্ত্রী হায়াশি ইয়োশিমাসা এবং মার্কিন যুক্তরাষ্ট্রের স্টেট সেক্রেটারি অ্যান্টনি জে ব্লিঙ্কেন-এর যৌথ সভাপতিত্বে গতকাল ভার্চুয়ালি আয়োজিত কোভিড-১৯ গ্লোবাল অ্যাকশন প্ল্যান (GAP) পররাষ্ট্রমন্ত্রী পর্যায়ের বৈঠকে প্রদত্ত এক বিবৃতিতে তিনি এই আহ্বান জানান।
পররাষ্ট্রমন্ত্রী বলেন, কোভিড মহামারি মোকাবিলার মূলে রয়েছে অর্থনৈতিক পুনরুদ্ধার। যখন উন্নয়নশীল দেশগুলোতে উল্লেখযোগ্য বিনিয়োগের প্রয়োজন, ঠিক সে সময় কোভিড-তাড়িত অর্থনৈতিক অস্থিরতার ভীতিতে বিনিয়োগকারীরা এসব দেশ থেকে তাদের তহবিল সরিয়ে নিচ্ছেন। এর ফলে উন্নয়নশীল অর্থনীতিতে তহবিল ঘাটতির সৃষ্টি হচ্ছে। এসব দেশের অর্থনৈতিক পুনরুদ্ধারে সহযোগিতা করার জন্য তিনি উন্নত দেশসমূহ এবং বৈশ্বিক আর্থিক প্রতিষ্ঠানগুলিকে স্বাস্থ্যসেবাসহ অর্থনীতির বিভিন্ন গুরুত্বপূর্ণ খাতে রেয়াতি ঋণের প্রবাহ বাড়ানোর আহ্বান জানান এবং স্বল্প-কার্বন ভিত্তিক উন্নয়নে অর্থায়ন বাড়ানো ও সবুজ প্রযুক্তি হস্তান্তরের ওপর জোর দেন।
পররাষ্ট্রমন্ত্রী তাঁর বক্তব্যে প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্বে কোভিড ব্যবস্থাপনায় বাংলাদেশের অসাধারণ সাফল্য তুলে ধরেন। তিনি বলেন, এই সাফল্যের মূলে রয়েছে জীবন রক্ষার পাশাপাশি জীবিকার সংস্থান অব্যাহত রাখা, অতি ঝুঁকিপূর্ণদের বিশেষ সহায়তার ব্যবস্থা করা এবং লাগসই প্রণোদনা প্রদানের মাধ্যমে অতিমারীর ফলে ক্ষতিগ্রস্থ অর্থনীতির দ্রুত পুনরুদ্ধার নিশ্চিত করা। ২৩ বিলিয়ন ডলার সমমূল্যের আর্থিক প্রণোদনা প্যাকেজ অর্থনীতিকে দ্রুত পুনরুদ্ধার করতে সাহায্য করেছে; যার ফলে ২০২০-২১ অর্থবছরে ৬.৯৪ শতাংশ অর্থনৈতিক প্রবৃদ্ধি অর্জন সম্ভব হয়েছে।
তিনি আরোও বলেন, বাংলাদেশ নির্ধারিত সময়সীমার আগেই মোট জনসংখ্যার ৭০ শতাংশকে টিকা দেওয়ার বিশ্ব স্বাস্থ্যসংস্থার লক্ষ্যমাত্রা অর্জন করেছে। মৃত্যুর হার বৈশ্বিক গড়ের থেকে নীচে রয়েছে। ২০২২ সালের মে মাসে নিক্কেই কোভিড-১৯ পুনরুদ্ধার সূচকে ১২১ টি দেশের মধ্যে পঞ্চম এবং দক্ষিণ এশিয়ায় ১ম স্থান অর্জন কোভিড ব্যবস্থাপনায় বাংলাদেশের অসামান্য সাফল্যের প্রতিফলন।
ড. মোমেন বলেন, কোভিড-১৯ মোকাবিলায় কোভ্যাক্স ব্যবস্থার সাফল্যই প্রমাণ করে বৈশ্বিক সঙ্কট মোকাবিলায় বহুপাক্ষিক ব্যবস্থা কতটা কার্যকর। তিনি অতিমারী মোকাবিলায় কয়েকটি বৈশ্বিক কার্যক্রমের ওপর জোর দেন, যার মধ্যে রয়েছে- কোভিড-১৯ ভ্যাকসিনকে ‘বৈশ্বিক পাবলিক পণ্য’ হিসেবে ঘোষণা করার মাধ্যমে ভ্যাক্সিনকে সুলভ ও সহজলভ্য করা।
জাপানের পররাষ্ট্রমন্ত্রী এবং মার্কিন যুক্তরাষ্ট্রের সেক্রেটারি অব স্টেট এর যৌথ পরিকল্পনায় আয়োজিত পররাষ্ট্রমন্ত্রীদের এ সভার লক্ষ্য হচ্ছে কোভিড-১৯ মোকাবিলায় রাজনৈতিক সদিচ্ছা জোরদার করতে বিশ্বব্যাপী অংশীদারদের একত্রিত করা। জাপানের পররাষ্ট্রমন্ত্রী, যুক্তরাষ্ট্রের সেক্রেটারি অব স্টেট এবং ডব্লিউএইচওর মহাপরিচালক স্বাগত বক্তব্য দেন। এরপর বিশ্বের ১৪টি দেশের পররাষ্ট্রমন্ত্রী, বিশ্বব্যাংকের প্রেসিডেন্ট এবং বেশ কয়েকটি দেশের উচ্চপদস্থ কর্মকর্তা বক্তব্য প্রদান করেন।
