Oral cholera vaccination campaign in five areas of Dhaka city inaugurated by Health Minister

About 2.4 million residents living in five areas of Dhaka city will receive the oral cholera vaccine from Sunday, 26 June to Saturday, 2 July 2022.

Today, Minister for Health and Family Welfare (MoHFW), Government of Bangladesh Zahid Maleque, MP inaugurated the country’s largest-ever oral cholera vaccination campaign at icddr,b’s Sasakawa Auditorium in Mohakhali.

In Bangladesh, generally there are two outbreaks of diarrhoea that takes place during the months of April to May and August to September. The number of diarrhoeal patients in Dhaka from March to May this year was many times higher than the past. More than half of these patients live in five years of Dhaka city such as Jatrabari, Dakshin Khan, Sabujbagh, Mohammadpur and Mirpur.

During this time, the number of cholera patients rose to about 34 percent among all patients. In light of this situation, the DGHS urgently called upon the Intersectoral Coordination Group (ICG) to provide vaccines for the `reactive cholera vaccination programme’, and in response the ICG provided about 4.5 million doses of oral cholera vaccines.

Subsequently, icddr,b is undertaking the largest cholera vaccination campaign from 26 June to 2 July, 2022 with support from the Dhaka North and South City Corporation and under the supervision of the DGHS. The campaign is also supported by the National Expanded Programme on Immunization (EPI), World Health Organization, UNICEF, International Red Cross and Bangladesh Red Crescent Society, and MSF. It is being funded by The Vaccine Alliance, GAVI.

The two-dose Euvichol-Plus Cholera vaccine produced by EuBiologics Co. Ltd., South Korea, which is given at least 14 days apart, will be administrated to those who are above one year of age. This vaccine is prequalified by the World Health Organization, and can be given to all except pregnant women and those who have received other vaccine within the last 14 days.

The first dose of the cholera vaccine has been scheduled to be given from Sunday, 26 June to Saturday, 2 July, from 8 a.m. to 4 p.m. The target has been set to vaccinate about 5 lakh residents of Jatrabari, about 4 lakh 20 thousand in Sabujbagh, about 2 lakh 80 thousand in Dakshin Khan, about 7 lakh 80 thousand in Mirpur and about 4 lakh in Mohammadpur. Miking is already ongoing in these areas, the vaccination drive is being implemented through 700 vaccination centres.

Residents of these areas are being urged to take precautionary measures against COVID-19 while taking the cholera vaccine to prevent the disease and to assist in the vaccination campaign.

Shafiqul Islam, Deputy Director (Diseases Control), DGHS; Dr Tahmeed Ahmed, Executive Director at icddr,b, Dr Firdausi Qadri, Senior Scientist and Acting Senior Director, Infectious Diseases Division at icddr,b, representatives from the DGHS, the World Health Organization, UNICEF, icddr,b, Dhaka North and South City Corporation and other local and international development partners were also present at the inauguration event.

On behalf of the Director (Diseases Control) of the DGHS, Dr Md. Shafiqul Islam delivered the welcome speech at the inaugural session.

The  Health Minister  Zahid Maleque wished success to the cholera vaccination drive. He lauded the efforts of the Directorate General of Health Services, icddr,b and all concerned for taking up the vaccination programme expeditiously.

He said, “We have had fantastic results in areas where cholera vaccine trials took place in the past. We are very happy to be able to start this life-saving work. I would urge the residents of these area to participate in the campaign to keep themselves safe from cholera.”

Dr Md. Anwar Hossain Howlader (joined online), Prof. Dr Abul Bashar Mohammad Khurshid Alam, and Dr Tahmeed Ahmed also spoke on the occasion. Dr Firdausi Qadri presented a brief about the vaccination campaign and emphasised on other preventive approaches, such as the use of safe water, safe sanitation and personal hygiene.

প্রায় ২৪ লক্ষ অধিবাসীকে ২৬ জুন থেকে ২ জুলাই ২০২২ পর্যন্ত মুখে খাওয়ার কলেরার টিকা দেয়ার কর্মসূচি গ্রহণ করা হয়েছে।

সাধারণত বাংলাদেশে এপ্রিল থেকে মে এবং আগস্ট থেকে সেপ্টেম্বর, বছরে এই দুই বার তীব্র ডায়রিয়ার প্রাদুর্ভাব দেখা দেয়। এবছর ঢাকায় মার্চ থেকে মে পর্যন্ত ডায়রিয়া আক্রান্ত রোগীর সংখ্যা বিগত যেকোনো সময়ের তুলনায় অনেক গুণ বেশি ছিল।

আক্রান্তদের মধ্যে অর্ধেকেরও বেশি রোগীর বসবাস ঢাকার যাত্রাবাড়ী, দক্ষিণখান, সবুজবাগ, মোহাম্মদপুর এবং মিরপুর এলাকায়। এসময়ে, কলেরায় আক্রান্ত রোগীর সংখ্যা প্রায় ৩৪ শতাংশ পর্যন্ত উঠেছিল। এই প্রাদুর্ভাব নিয়ন্ত্রণে স্বাস্থ্য অধিদপ্তর এর কমিউনিকেবল ডিজিজ কন্ট্রোল (সিডিসি) শাখার অধীন ডায়রিয়া নিয়ন্ত্রণ কর্মসূচি নানাবিধ উদ্যোগ গ্রহণ করে এবং স্বাস্থ্য অধিদপ্তর খুব দ্রুততার সাথে ইন্টারসেক্টোরাল কোঅর্ডিনেশন গ্রুপ (আইসিজি)-র কাছে ‘প্রতিক্রিয়া-ভিত্তিক (রিঅ্যাক্টিভ) কলেরা টিকাদান কর্মসূচির’ জন্য টিকার সংস্থান করতে আহ্বান জানায়।

আইসিজি প্রায় ৪৭ লক্ষ ৫০ হাজার মুখে খাওয়ার কলেরা টিকা প্রদানে সম্মত হয় এবং এরই ধারাবাহিকতায় স্বাস্থ্য অধিদপ্তরের তত্ত্বাবধানে ঢাকা উত্তর ও দক্ষিণ সিটি কর্পোরেশনের সার্বিক সহায়তায় আইসিডিডিআর,বি ২৬ জুন থেকে ২ জুলাই ২০২২ পর্যন্ত কলেরার টিকাদান কর্মসূচি পরিচালনা করবে। এই কর্মসূচিতে আরও সহায়তা করছে জাতীয় সম্প্রসারিত টিকাদান কর্মসূচি, বিশ্ব স্বাস্থ্য সংস্থা, ইউনিসেফ, আন্তর্জাতিক রেডক্রস ও বাংলাদেশ রেড ক্রিসেন্ট সোসাইটি ও এমএসএফ। দ্য ভ্যাকসিন অ্যালায়েন্স, গ্যাভি-র আর্থিক সহায়তায় এই টিকাদান উদ্যোগ পরিচালিত হচ্ছে।

২৬ জুন, রবিবার থেকে ২ জুলাই, শনিবার পর্যন্ত সকাল ৮টা থেকে বিকেল ৪টা পর্যন্ত প্রথম ডোজ কলেরা টিকাদান কর্মসূচি চলবে। যাত্রাবাড়ীর প্রায় ৫ লক্ষ, সবুজবাগের প্রায় ৪ লক্ষ ২০ হাজার, দক্ষিণখানের প্রায় ২ লক্ষ ৮০ হাজার, মিরপুরের প্রায় ৭ লক্ষ ৮০ হাজার এবং মোহাম্মদপুরের প্রায় ৪ লক্ষ অধিবাসীকে কলেরার টিকা দেয়ার লক্ষ্যমাত্রা স্থির করা হয়েছে। স্থানীয় পর্যায়ে মাইকিং করা হচ্ছে। প্রায় ৭০০টি টিকাদান কেন্দ্রের মাধ্যমে এই কর্মসূচি বাস্তবায়ন করা হচ্ছে। কোভিড-১৯ সংক্রান্ত সতর্কতা অবলম্বন করে এসব এলাকার অধিবাসীকে কলেরার টিকা গ্রহণ করে এরোগ প্রতিরোধ করার জন্য আহ্বান করা যাচ্ছে এবং টিকাদান কার্যক্রমকে সহায়তা করতে অনুরোধ করা হচ্ছে।

আজ আইসিডিডিআর,বি-র সাসাকাওয়া মিলনায়তনে স্বাস্থ্য ও পরিবার কল্যাণ মন্ত্রণালয়ের মাননীয় মন্ত্রী জনাব জাহিদ মালেক এমপি দেশের ইতিহাসে সবচেয়ে বড় কলেরা টিকাদান কর্মসূচির উদ্বোধন করেন। উদ্বোধনী অনুষ্ঠানে আরও উপস্থিত ছিলেন স্বাস্থ্য ও পরিবার কল্যাণ মন্ত্রণালয়ের স্বাস্থ্য সেবা বিভাগের সচিব ড. মুঃ আনোয়ার হোসেন হাওলাদার, স্বাস্থ্য অধিদপ্তরের মহাপরিচালক অধ্যাপক ডাঃ আবুল বাসার মোহাম্মদ খুরশীদ আলম, স্বাস্থ্য অধিদপ্তরের উপ-পরিচালক (রোগ নিয়ন্ত্রণ) ডাঃ মুঃ শফিকুল ইসলাম, আইসিডিডিআর,বি-র নির্বাহী পরিচালক ড. তাহমিদ আহমেদ, সিনিয়র সায়েন্টিস্ট ও ইনফেকশাস ডিজিজেস ডিভিশনের ভারপ্রাপ্ত সিনিয়র ডিরেক্টর ড. ফেরদৌসী কাদরী, এবং স্বাস্থ্য অধিদপ্তর, বিশ্ব স্বাস্থ্য সংস্থা, ইউনিসেফ, আইসিডিডিআর,বি, ঢাকা উত্তর ও দক্ষিণ সিটি কর্পোরেশন-সহ অন্যান্য দেশি ও বিদেশী সহযোগী সংস্থার প্রতিনিধিবৃন্দ।

কমপক্ষে ১৪ দিন অন্তর প্রদেয় দুই ডোজের দক্ষিণ কোরিয়ার ইউবায়োলোজিক্স কো. লিমিটেডের তৈরি ইউভিকল প্লাস নামের কলেরার টিকা এক বছর থেকে তদূর্ধ্ব বয়সীদেরকে প্রদান করা হবে। এই টিকা বিশ্ব স্বাস্থ্য সংস্থা অনুমোদিত। গর্ভবতী মহিলা এবং যারা বিগত ১৪ দিনের মধ্যে অন্য কোনো টিকা গ্রহণ করেছে তারা ব্যতীত সকলেই এই টিকা গ্রহণ করতে পারবেন। এই টিকা নেয়ার ১৪ দিনের মধ্যে অন্য কোনো টিকা নেয়া যাবে না।

উদ্বোধনী অনুষ্ঠানে স্বাস্থ্য অধিদপ্তরের রোগ নিয়ন্ত্রণ শাখার পরিচালকের পক্ষে স্বাগত বক্তব্য রাখেন উক্ত শাখার উপ-পরিচালক ডাঃ মুঃ শফিকুল ইসলাম। মাননীয় মন্ত্রী জনাব জাহিদ মালেক তাঁর প্রধান অতিথির বক্তব্যে এই টিকাদান কর্মসূচির সাফল্য কামনা করেন।

তিনি স্বাস্থ্য অধিদপ্তর, আইসিডিডিআর,বি-সহ সংশ্লিষ্ট সকলে মিলে দ্রুততার সাথে এই টিকাদান কর্মসূচি গ্রহণের প্রচেষ্টাকে সাধুবাদ জানান। তিনি বলেন, ” পূর্বে যেসব এলাকায় কলেরার টিকা দেয়া হয়েছিল সেসব এলাকায় আমরা খুব ভালো ফল পেয়েছি। আমরা অত্যন্ত আনন্দিত যে মানুষের জীবন রক্ষার একটা কার্যক্রম শুরু করতে পারছি। আমি আহ্বান জানাবো সংশ্লিষ্ট এলাকার বাসিন্দারা যেন এই কার্যক্রমে অংশগ্রহণ করেন এবং এরোগ থেকে নিরাপদ থাকেন।”

অনুষ্ঠানে আরও বক্তব্য রাখেন ড. মুঃ আনোয়ার হোসেন হাওলাদার (তিনি অনলাইনে যুক্ত ছিলেন), অধ্যাপক ডাঃ আবুল বাসার মোহাম্মদ খুরশীদ আলম, এবং ড. তাহমিদ আহমেদ। ড. ফেরদৌসী কাদরী টিকাদান কর্মসূচির বিভিন্ন দিক তুলে ধরেন। তিনি অন্যান্য প্রতিরোধমূলক কার্যক্রম, যেমন নিরাপদ পানির ব্যবহার, নিরাপদ পয়ঃনিষ্কাশন ব্যবস্থা এবং ব্যক্তিগত পরিষ্কার পরিচ্ছন্নতার ওপর গুরুত্ব আরোপ করেন।
