Viktor Zolotov reported to the President on the National Guard’s performance during the special military operation in Donbass on August 30 2022 at Kremlin, Moscow.
President of Russia Vladimir Putin: Mr Zolotov, there are many issues to discuss, but we will start with one of the most important matters, namely, the performance of the National Guard units during the special military operation in Donbass.
Director of the Federal Service of National Guard Troops Viktor Zolotov:
Mr President, in the course of the special military operation the National Guard troops are accomplishing a wide range of objectives to maintain law, order and security, and to resume peaceful life in the liberated territories of the Donetsk and Lugansk republics, as well as in the Zaporozhye and Kherson regions.
We are directly involved in military operations, namely, reconnaissance and search-and-destroy missions, ambushes, locating and eliminating the enemy’s sabotage and reconnaissance teams, sabotage and terrorist groups, as well as locating arms caches and removing mines.
We also conduct reconnaissance missions, pinpoint targets, and we destroy them using our own artillery, or we contact the Defence Ministry if the range and power of artillery systems at our disposal are not enough. They use heavy artillery or military aircraft to hit the enemy, and we mop up these areas later on.

In addition, Russian National Guard patrols critical state property, infrastructure facilities and communications infrastructure. We facilitate humanitarian security, and we escort shipments and convoys. We also provide medical services to local population, and we treat civilians. This is the range of our tasks.
I would like to emphasise that we can feel that the population of the liberated areas is supporting us. They realise that we are defending their right to a peaceful life and their children’s happiness. This, too, is one of our tasks.
Vladimir Putin: How do you interact with Defence Ministry units?
Viktor Zolotov: We met with officials from the defence ministries of the Donetsk and Lugansk republics, and we clarified various tasks regarding our mobility. Their defence ministries are accomplishing the same tasks as the National Guard of Russia, and they are fulfilling part of them. We are addressing these issues, meeting with local administrations and sorting things out.
Vladimir Putin congratulated President of Belarus Alexander Lukashenko
During the telephone conversation, Vladimir Putin congratulated President of the Republic of Belarus Alexander Lukashenko on his birthday on August 30, 2022.
The two presidents discussed some of the topical matters on the bilateral agenda, as well as the situation in Ukraine.
Earlier, Vladimir Putin sent Alexander Lukashenko birthday greetings.
The message reads, in part:
“You have been making a major personal contribution to promoting friendly and allied ties between Russia and Belarus, as well as cooperating as a partner in countering the security threats and challenges we face.
We highly appreciate the good, comradely relations we have developed, enabling us to have frank and thorough discussions on the most challenging and sensitive issues. I do hope that we keep this constructive dialogue going and work closely together with you to step up bilateral cooperation across the board, as well as promote deeper integration within the Union State. There is no doubt that by doing so we will be acting in the core interests of our brotherly peoples.”
Telephone conversation with Prime Minister of Armenia Nikol Pashinyan on
During the telephone conversation, Vladimir Putin and Prime Minister of the Republic of Armenia Nikol Pashinyan congratulated each other on the 25th anniversary of signing the bilateral Treaty on Friendship, Cooperation and Mutual Assistance. They emphasised the importance of this document that formalised the high-priority aspects of interstate relations and helped elevate traditionally friendly Russian-Armenian cooperation to a whole new level. Vladimir Putin and Nikol Pashinyan reaffirmed their mutual commitment to further strengthen the all-round allied ties between Russia and Armenia.
They touched on certain practical aspects of implementing the trilateral agreements between the leaders of Russia, Armenia and Azerbaijan of November 9, 2020, and January 11 and November 26, 2021, that have key significance in maintaining stability and security in the region.
It was agreed to maintain contact at various levels.
